Residence registration system in Ukraine: how the system affects Ukrainians

This report is the joint effort of experts and human rights activists who have analyzed the impact of domicile registration on various aspects of the lives of ordinary Ukrainians for the first time since Ukraine became independent. These include access to government services and the exercise of civil rights and freedoms as citizens of Ukraine.

What makes this study unique is that it has made it possible to compare the impact of domicile registration on the adult population of Ukraine based on gender, age, population center, and region of residence. For the first time as well, this report assesses the proportion of the adult population of Ukraine that is living not at its registered domicile.

This analytical report will be helpful to central government agencies, local government officials, human rights specialists, community activists, academics, and international organizations engaged in issues related to migration policy and public administration in Ukraine.

This study was undertaken as part of the“Freedom of Movement for Everybody: Reform of the residence registration system in Ukraine” which is being carried out by the ZMINA Human Rights Center with funding from the European Union.

The research ‘Registering Domiciles in Ukraine: How the system affects Ukrainians. A sociological survey‘ is available in Ukrainian and English.

An executive summary of the research ‘Ukrainian citizens who don’t live at their registered domicile: The numbers and the problems’ is available in Ukrainian and English.
