Public participation in the procedure for the nomination of candidates and the election of the Ombudsman

This paper examines the openness and transparency of Ukraine’s current process for nominating candidates and electing the Ombudsman, and the role of civil society in that process.

The paper reviews international standards and European practices for appointing the leadership of national human rights institutions (NHRIs), Ukrainian legislation and practice, and ways to strengthen public participation in candidate selection.

The study sets out conclusions and recommendations for Ukraine aimed at making the process of electing the Ombudsman more transparent and independent, thereby strengthening transparency and independence in the NHRI’s work.

The report will be useful to a wide range of readers, including public officials, civil society representatives, researchers and NGO professionals.
