Submission on Ukraine’s implementation of recommendations concerning the protection of the rights of people affected by Russia’s armed aggression as part of the Universal Periodic Review

The submission assesses Ukraine’s implementation of recommendations on protecting the rights of people affected by Russia’s armed aggression. The document covers issues related to the development of state policy for affected persons, access to compensation for damage, protection of the rights of residents of temporarily occupied territories, and ensuring the rights of internally displaced persons.

The authors note that, despite certain positive changes, particularly updates to legislation concerning internally displaced persons, state policy remains fragmented, and some of the recommendations provided to Ukraine in 2017 have yet to be implemented. The document highlights the absence of a single authority responsible for policy on war-affected persons, limitations of the current compensation mechanism, and the barriers faced by residents of temporarily occupied territories in exercising their rights.

The document includes an assessment of Ukraine’s progress in implementing 10 recommendations provided within the framework of the UN Universal Periodic Review, as well as recommendations for improving state policy. In particular, it emphasizes the need to establish a comprehensive system of support for war-affected persons, ensure effective compensation mechanisms, eliminate discriminatory practices against internally displaced persons, and simplify access to administrative services for residents of temporarily occupied territories.

The submission was prepared by a coalition of organizations working on the protection of the rights of persons affected by armed aggression against Ukraine. The coalition consists of nine organizations: the Human Rights Centre ZMINA, the NGO “Donbas SOS”, the NGO “Crimea SOS”, the Charitable Foundation “Right to Protection”, the Charitable Foundation “East SOS”, the NGO “Civic Holding ‘GROUP OF INFLUENCE’”, the Charitable Foundation “Stabilization Support Services”, the Crimean Human Rights Group, and the NGO “Understanding the Crisis”.
